Below is a list of what is essentially the most broad categories of leveled skills that are allowed for characters. These are typically the non-character-specific abilities that are open to anyone who wishes to choose them. Note: the benefits of these skills apply to every rank, which also means that a shinobi with a higher ranked ability than a superior ranked ninja will have the advantage in that field.
These perks are not the only ones you may choose. You are allowed to make up your own if the one you choose does not fall under any of the ones given here (and does not pertain to skill in a style of jutsu). Just keep in mind that there are four levels for each skill, and four ranks. This was not an accident; imagine Lv I skills as 'Genin level', Lv II as 'Chuunin Level', and etc. Also, if your custom skill isn't obvious as to what it pertains, it wouldn't hurt to describe what your character actually gains from it.

[/size][/font][/b][/center]CHAKRA CONTROL
This skill is essentially the user's ability to not only mold and shape chakra, but also the ability to precisely distribute chakra. The better one's chakra control is, the more minimal chakra they need to spend on a technique. As one progresses in increasing their chakra control, they will find themselves able to perform techniques with fewer and fewer hand seals, as well as being able to create more complex techniques. Chakra control plays a very important role in the lives of those who focus on chakra, especially Genjutsu, Jūken, Kugutsu, Sensing, and Medical Ninjutsu specialists.
Lv I | The user's control of chakra is, at the very least, not bad. They are forced to form any and all hand seals required for a technique before they are able to perform any. At the very most, they are able to mold chakra to the bottoms of their feet to walk on walls and water without needing seals.
Lv II | The user is able to use techniques with fewer hand seals (none with techniques that use up to five seals) at the cost of almost twice as much chakra the jutsu would normally cost. They have also gained enough control to cut off a few hand seals from the techniques they must use. Now, distributing chakra to their feet is considered second nature, and the superficial tenketsu can be utilized almost all at once. With this much skill in chakra control, Medical techniques are not outside of the user's grasp.
Lv III | The user's control of chakra is now rivaling those of the best, their cutting back of hand seals nearly halving any and all techniques they attempt. An ability that arises with such control of their chakra is the practice of one handed seals, in which the user forms the same number of seals the technique they are using that it normally requires of a user, though only with one hand. Their control is also great enough to where releasing chakra from any part of their body is as easy as pie. At list level, chakra can be molded or changed at incredible speeds, the user being able to pull off techniques in the matter of moments.
Lv IV | The user is at the pinnacle of chakra control, being able to use a great number of techniques without hand seals, save those with chains as long as Suiryūdan no Jutsu. Techniques can be decided, prepared, and cast just as fast as a Taijutsu specialists cover ground running. Use of Tenketsu is child's play.
CHAKRA POOL
One of the most important skills to a shinobi is his chakra pool, which is essentially the total amount of chakra they are capable of creating from their physical and spiritual energy (i.e. stamina) just short of running out. Obviously, the larger one's chakra pool is, the more techniques they are able to perform before running out of usable chakra. As chakra is directly linked to one's stamina, this skill is important to every kind of shinobi. Note: there will be some leniency in terms of different shinobi ranks, as it is to be expected that higher ranked shinobi tend to have somewhat more chakra than their lower ranks.

Lv I | The user's chakra pool really isn't anything special. They can perform a D and C-Ranked jutsu multiple times, or maybe a couple of B-Ranks, with a small amount of chakra to spend left over. However, A-Ranks will quickly drain the user after one use, and S-Ranks will end up killing the user if they try to attempt one. Their stamina is also quite average, much like a normal person.
Lv II | The user's chakra supply is rather impressive. C-Rank techniques have to be used over a dozen timest before a significant drain of energy will be noticed, and B-Ranks can be used multiple times before feeling a similar fatigue. A-Ranks aren't out of the user's league to use twice or three times, and an S-Rank may just not kill its user from the drainage were it to be used right off the bat. In terms of stamina, the user has been known to have fought for over an hour before showing weariness.
Lv III | The user possesses a great amount of chakra, enough to where using Kage Bunshin wont generate a threat to its user when used reasonably. D and C-Ranks hardly even seem to pose a threat to the user's chakra levels, as B-Ranks seem to take their place as the norm. A-Ranks can be used multiple times before straining the shinobi, and S-Ranks can be used with much less harm to the user chakra-wise. The user's stamina is great enough to carry the shinobi throughout an all-day fight.
Lv IV | The user is either a Jinchuuriki or wants to become one with such a monstrous chakra pool. Kage Bunshin can be used with little to no discretion towards faltering the user's total amount of chakra, and S-Ranks can be used multiple times without causing a significant drain. C-Rank and lower ranked techniques do very little to affect the user's energy. In terms of sheer stamina, the user seems unstoppable: they could fight for days on end without passing out.
EXPERTISE
This skill refers to the user's talent in a general way of fighting that don't specifically fall under a field of jutsu. In other words, it's the broad definition of a person's knowledge over a given, specific subject. Some examples are explosive, poison, psychology, anatomy, and combination-attack specialists, though the list is essentially endless with possibility. This skill simply defines the user's expertise in a field of their choosing.
Lv I | Generally, the user will have the most basic knowledge of their style. Bombs go boom, poisons make you feel sick and can kill you, attacking at the same time is more beneficial. To put it simply, the shinobi uses common sense for these fields. Imagine elementary school knowledge of things.
Lv II | The user has taken interest into a specific style of fighting, and their knowledge of the field is rather great. Explosive experts can tell you what kind of damage their creations can cause, poison specialists can create and cure some fairly deadly concoctions, and combo fighters know ways to physically sync their movements just right to most benefit their ally. Imagine as if the subject was a class in high school.
Lv III | The user is considered to be an expert in whatever field they chose, both their knowledge and skill outclassing their peers'. Explosive specialists know the correct layout of exploding tags to form specific shapes and deal envisioned damage, while poison specialists know the very compounds that make up their creations, and can read such from other people's toxins. Combo specialists seemingly need not to speak with their partner to know what they are doing, after spending extensive time with them and being able to read their body language. Essentially like a college-level knowledge of the subject.
Lv IV | These are the absolute masters of their fields; you are essentially the Deidara of explosives or the Sasori of poisons. You know every scrap of info about your field, and your ability to utilize it in combat is legendary to say the least. Your knowledge is often sought out by allies, as your specialty will land you an important role in your village no doubt. Knowledge of this field is like that of a leading expert's or a quality professor's.

HEIGHTENED SENSE
Every shinobi already posses somewhat sharp senses, being able to hear a blade flying quick enough to jump out of the way. However, those who focus on increasing the potency of their sense will find their proficiency heightened tremendously. There are clans who posses heightened senses as a special ability, and do not need this skill to own such a trait. If they choose heightened senses as a trait, though, their already sharpened senses will be even further increased (i.e. an Inuzuka will have an even sharper nose than some of his clan members). There is a downside to this skill, however: the more enhanced one's senses are, the more susceptible they are to being overwhelmed by strong scents or bright lights, and the range of Genjutsu that are initiated by a sense is greatly increased. Due to this, some people choose to only specialize in one sense.
Lv I | Your senses are on par with that of a normal human's, though they do seem sharp enough to be able to hear a blade flying towards them quick enough to get out of the way. This sharpness of one's senses only applies when there are no distractions around, however.[/blockquote]
Lv II | The user has proven themselves to have quite sharp sense. Their eyesight is quite extensive, being able to spot the slightest shivers of an person in a bush from over one hundred yards away. Scents are now becoming distinguished from person to person, allowing the user to tell the difference between people. Noises within the area can be picked up and distinguished by the user's ear, and even something as slight as the scribbling of kanji can be understood and read.
Lv III | If you are not a sensor, then you could definitely qualify for one. Your eyesight is hawk-like, being able to stretch for several hundred yards, almost like binoculars. Your sense of smell is sharp enough to track an opponent's movements just through scent alone, not to mention recognize the sent of those within the area. Simply placing a finger to the ground can send vibrations minute enough for the user to estimate how many people are within the area around them. Their hearing is so sharp that movements can be read within a fifty yard radius, not to mention followed.
Lv IV | You have the sharpest senses in the world. Your eyes can see things with such clarity that minuscule kanji written on something over a hundred yards away can be read as if it were close by. Your smelling is even stronger than that of the Inuzuka Jonin, unless they are trained in such a way, and your hearing stretches for hundreds of yards. With the vibratory sensing now able to be detected through their feet, it is nearly impossible for anyone within a wide range of the shinobi to go undetected.
CHAKRA SENSING
Despite what most people believe, everyone is born with a slight ability to feel the presence of chakra. This ability can be honed to become more powerful than any of the of user's senses, stretching as far as miles. However, there are those who posses the ability to suppress their chakra can go undetected. Note, despite the ranges of these levels, those outside of a one hundred foot radius will normally require the user to focus on sensing, making long range sensing impossible in combat.
Lv I | The user has little to no ability to sense chakra, outside of monstrous amounts that happen to be very close. A Bijuu's presences can be felt when nearby.[/blockquote][/blockquote][/blockquote]
Lv II | The user has begun training to hone their sensing ability, being able to feel and distinguish the presence of others' chakra within a 200 yard radius. The range isn't large, but it's still quite effective. They will have trouble keeping a bead on fast moving targets within said range, however. The amount of chakra one has can be read this way.
Lv III | Now the user is more proficient in sensing chakra, the range expanding to over a mile. The sense is even sharper than before, as fast moving targets can be followed within its range. Even at such a great range, chakra patterns can still be read to distinguish who each target is. At this level, the slight changes in one's chakra can be noticed to judge if one is lying.
Lv IV | The user is a master of the senses, able to detect the presence of chakra form well over six miles away. Even the fastest of targets can be followed with this sense, and the in-combat range of one's senses has increased to three hundred feet.
